How do I interpret CV measurements of self-assembled quantum dot stacks?

I’ve been reading papers where CV measurements of stacks of self-assembled quantum dots are used to characterise the energy levels in the dots. I am at a loss to interpret the plots. For example, if the states were filled, I would expect capacitance to decrease since dQ ~ 0. But, in the papers that I have read, the filling of states is said to correspond to the flat portion of the CV curve. Am I confusing the coulomb blockade effect seen in IV measurements of single quantum dots with this? Any help will be appreciated.
